The Arctic resource scramble is sparking military tension

UPDATE: Watch BBC Newsnight's feature on the Wikileaks Arctic files

Submarine explorers planting Russian flags under the North Pole. Military tension between Nato and Russia. US diplomats manoeuvring in the wings. Aircraft carriers lurking and strike fighters changing hands.

Sound like something from a James Bond plot? Unfortunately it’s not.

New Wikileaks releases today have shown the Arctic oil rush is not just a threat to the environment and our climate, but also to peace.

The documents show how deadly serious the scramble for Arctic resources has become.

And the terrible irony of it is that instead of seeing the melting of the Arctic ice cap as a spur to action on climate change, the leaders of the Arctic nations are instead investing in military hardware to fight for the oil beneath it. They’re preparing to fight to extract the very fossil fuels that caused the melting in the first place. It’s like putting out fire with petrol.

Here are some of the main points from the leaked cables but stay tuned - there are more to come.

Increased military threats

The Arctic oil rush risks instability and conflict. In one of the cables, US diplomats refer to “the potential of increased military threats in the Arctic”.

Russian Ambassador to Nato is quoted as saying “The twenty-first century will see a fight for resources, and Russia should not be defeated in this fight… Nato has sense where the wind comes from. It comes from the North.”

In April 2008, Russian Navy head and Admiral Vladimir Vysotsky said “While in the Arctic there is peace and stability, however, one cannot exclude that in the future there will be a redistribution of power, up to armed intervention.”

Russian flag planting is Putin party’s idea

Russia is manoeuvring to claim ownership over huge swathes of the Arctic, as a senior Moscow source reveals that a Russian explorer’s famous expedition to plant a flag on the seabed was ordered by Vladimir Putin’s United Russia party.

Lobbying for the Greenlanders

The US is going to great lengths to cosy up to Greenland, amid concerns over Chinese influence. One cable said: “Our intensified outreach to the Greenlanders will encourage them to resist any false choice between the United States and Europe. It will also strengthen our relationship with Greenland vis-à-vis the Chinese, who have shown increasing interest in Greenland’s natural resource.”

Another cable says “with Greenlandic independence glinting on the horizon, the U.S. has a unique opportunity to shape the circumstances to which an independent nation may emerge. We have real security and growing economic interests in Greenland, for which existing mechanisms may no longer be sufficient. American commercial investments, our continuing strategic military presence, and new high-level scientific and political interest in Greenland argue for establishing a small and seasonal American Presence Post in Greenland’s capital as soon as practicable.”

Tensions in Nato

Canadian leaders are uneasy over Nato plans to project military force in the Arctic in the face of perceived Russian aggression. Steven Harper, Canadian PM is quoted as saying that a Nato presence in the region would give non-Arctic members too much influence in an area where “they don’t belong”.

Justifying military spending

The Norwegian foreign minister thanked his Russian counterpart Lavrov “for making it so much easier to justify the Joint Strike Fighter purchase to the Norwegian public, given Russia’s regular military flights up and down Norway’s coast.”

The ‘benefits’ from global warming

Another cable states that “behind Russia’s (Arctic) policy are two potential benefits accruing from global warming: the prospect for an (even-seasonally) ice-free shipping route from Europe to Asia, and the estimated oil and gas wealth hidden beneath the Arctic sea floor.”

Stay out and miss out

Danish foreign minister Moeller is reported saying to US diplomats that “if you stay out” [of a key maritime convention] “then the rest of us will have more to carve up in the Arctic.”

They go on to report that “Moeller also mused that the new shipping routes [open because of ice melt] and natural resource discoveries would eventually place the region at the centre of world politics”

The cables were published today at on the website www.wikileaks.ch

Read more on Arctic drilling and oil:

Our planet its our home not a battlefield we must stop this agression to our world and biodiversity because if we dont we are going to dig our own grave

Disgusting. The ignorant, blind, arrogant people in power have gone even more power and money crazy. Is it worth it? No. Those in charge need to stop wasting money on destruction and start putting it to good use in finding and promoting new ways to protect and prolong life.

Where are our brains? We all are guilty. Should we called ourselves homo sapiens ? Why do governments take actions to build such a stupid nation. Poor we - people.

Lots of nice comments here, ...thanks very much to you all for understanding, ...and caring about our world, the people, and the creatures in it.  Thank you for your Love.  May it always continue to live in your hearts, and light your way through the darkness.

And thanks to you Greenpeace UK for this necessary information and perfect perspective.  I always feel your energy all the way across the big pond here.  All my Love to you all, ...Grateful Child (...a different Wes as posted earlier).

Hey,

You double standard politicians and world leaders In which language one should explain the disasters would happen if Artic region destroyed. People don't want your oil business destroying prestine place like Artic. Do some better work, encourage renewable energy sources instead of drilling the artic. where polar bear should stay? in your home or mine????. As King Martin Luthur says "Injustice anywhere is threat to justice everywhere". Think twice before act.

I mourn the loss of that which we have yet to discover. It is delusional to think we can protect and exploit this planet. We have not yet learned how to live in balance with our environment. What will it take for our greedy corporations and the government politicians/puppets they fund to do their bidding, to wake up. How much destruction is enough, how much blood shed will be enough to satisfy the appetite of the great nations of our world? When will we start learning from our past mistakes and shift our focus on sustainable living? We all need to work together to stop financing the oil and gas explorations and move our financial support to sustainable energy. I urge you all to take a hard look at your personal investments , they way you use energy, and plan and implement changes in your lifestyle Write to Cairns Oil as I did and tell them that you would invest if they turned their efforts toward renewable resources.

I cannot believe the decision made by some, especially after Gulf of Mexico DISASTER. These people are not doing their job of caretakers of the planet for future generations.

I can't believe they even THOUGHT about doing this. It's absolutely insane. I thought that the artic would be one of the only places that would stay relatively untouched, but NO. Of course not. We just have to put oil and money over everything else, even if it'll end up destroying it all in the end. (sarcasm by the way)

Hopefully they will see some sense soon... preferably now...

Keep on badgering your government ministers wherever you live until they get fed up with it and start considering our point of view as the easier option, this is the only way, unless you want to get on your local govrnment boards and try to alter things from the inside!

At this point in this Greenpeace Comments I see there are ~5000 words ahead of me. I can but offer another name in support of an intelligent, non-political environmental approach to the Arctic situation - but all these words?? Who will read all of them ? There needs to be action - not words.

Could Greenpeace link up with AVAAZ and set up a petition ?

It's human nature to make the most of an opportunity - the melting of the ice over the Polar ice cap, which has opened up of shipping lanes across the North Pole - but do these humans not realise that this may lead, eventually, to the end of our existence?

If anyone would like to have a look at the Cable in question, they can do so by visiting www.wikileaks.ch , and browsing the cables. The most interesting of quotes, including 'increased military threats in the Arctic', 'purchase of 48 new fighter aircraft', and 'Tough Choices and Russian Behavior' can all be found in Cable 07OSLO1161 which can be viewed on the internet at the following address 'http://wikileaks.ch/cable/2007/12/07OSLO1161.html'. This will allow readers to make their own decision regarding the threats.

Thank You, GreenPeace - you are doing an awesome job. Keep fighting!

WHAT CAN WE DO TO STOP THIS!!!!!!!!!!!!

Please save polar bear's home, otherwise one day nature will curse us for being so much cruel and irresponsible towards its beautiful world, innocent, calm and easy going world will become not less than a hell for us. please save arctic !

I agree with all the comments, what are Governments thinking about!  We cannot refreeze the Arctic once it has melted.  Keep up your good work Greenpeace, we are behind you and we will inform everyone we can, hopefully someone with influence will listen.

Enough is enough. Stop hunting Osama and start looking at your own people first.

Yeah what a surprise - as if people in power care about life

No, No, we must protest against this.  Why should we tolerate the lack of consideration of these greedy humans towards nature.

Greedy, sick, twisted, selfish people do this - only protest and legislation can stop it....of course the developent of conscience and thinking beyond personal gain would help a great deal.

It's a sick, sick world we live in.

what a cheeky bunch of greedy bastards!

THANKYOU greenpeace for helping s resist them!

I watched the attachments on your email to a friend of mine with horror. The desperate situation with the diminution of the Arctic is a tragic disaster we have helped to cause by our irresponsible expoitation of our world. The shortsighted grubbing for oil and other resources by the international community is worthy of the deepest scorn. Governments and global corporations pay lip service to green agendas, but, in reality, they seek to exploit every gasp of our ever weakening planet, a planet we share with a wonderfully diverse ecosystem.

What are we to be, a cancer eating away at the body of our home, or custodians of that home.

We need to wake up and make our leaders, political and otherwise, see that they can't continue to destroy us for profit and their narrow agendas of power, personal wealth, and arrogant disregard for ethical considerations.

It just goes to show and prove that money is all that counts, they are empty words that are uttered at so called green conferences, and crocodile tears. Those pushing for this will be long dead and won't see the destruction that they have caused.

Shame Shame Shame on the world governments who put resources and wealth ahead of environmental longevity.  Are we surprised? - of course not.  Are we horrified? - YES.  Can we do anything to ensure an oil- and coal-free world? YES!    1) email this info and encourage others to join Greenpeace (I think they're wonderful)  2) start local - go to your MP and demand changes at local and federal level  3)  write to your local newpaper and provide details, so people can watch this and take their own steps,

And lastly, GET OFF YOUR FAT BACKSIDE and DO something about it! Don't just read emails and shake your head in despair.   The world needs us, RIGHT NOW !

This is madness, We are one planet, one human race hat are allowing it to be ruined by the few, so raise your voices, take action and stop the greedy money grabbing non - ethically humans, who will kill our mother earth and every beautiful soul (four legged, winged, finned etc) on it!!!!!!!!!!!!!!!!!!!!!

It has to be stopped..... NOW

What is our, the human beeings responibility to ourselfs our inviroment ?

We need to start looking after our world (as in previous comments) we have nowhere else to go.  Policitians need to start looking at encouraging our scientists and environmentalists to make use of renewable energy not finite resources like oil and gas.  We have brilliant rivers in this country, England, and wave power - why not use them to produce energy.  There will be nothing left for our childrens' children.

I can't believe that the melting of The Arctic is so imminent.

Responsible governments should be taking responsible actions NOW.

Rationing of power and fossil fuels should start NOW.

Huge investments in Alternative Energies are needed NOW.

However, greed and power seems to always rule.

We live in a "ME, ME, NOW, NOW", society.

PLEASE STOP DRILLING/EXPLOITING THIS POOR BELEAGUERED PLANET.

THE ONLY THING THAT CAN HELP ITS SURVIVAL AND THAT OF THE INNOCENT

CREATURES AT MAN'S MERCY IS THE CURTAILING OF THE HUMAN POPULATION

AND INCESSANT GREED AND MANIA FOR POSSESSION.

Well well well there's a surprise.  The greedy people again using other peoples lands for their own short term use.   I beg the question - what are we going to do when the whole planet has been ransacked and there is nothing left to plunder.   We  would perhaps better spend the money to plunder the world inventing some other more long term source of heating, transport etc.   I believe we have gone beyond ourselves and we should, instead of westernising poorer countries and giving them what we believe to be a better life, be resorting to their way of life which will sustain the planet and give our animals and plant life a future and ultimately ourselves.

I feel so powerless! Is there any chance for our planet?

Is there any chance for our planet? I feel so powerless!

"Earth provides enough to satisfy every man's need, but not every man's greed." (M.Gandhi)

This is why I see little hope for the survival of the human race, we are unlikely to last the average total longevity for mammals of around 2 million years, our greed means thet dinosaurs were actually much smarter than us when it comes to sustainability and surviving.

Respect to our Beautiful Planet ... please do not destroy the Arctic... Teresa Arias, Mexico, DF

Hello human race !

Yes, of course there is truth in the fact we only have one planet. To focus on clean sustainable energies will save our children also. The speed of the melting process frightens me. Are all the causes known already ? Could we come to the conclusion a disturbed natural balance will be a threat for our race in a very short period of time ? Some more research is recommended. We should invest more effort to understand what is going on precisely. From a structural point of view the speed of the melting process raises the impression this is not only global warming. There might be more about the melting ice.

Have a future

Erik

Drilling for oil in the Arctic is done more out of Greed than Need. We have all the technology to drive cars and everything else using renewable energy, but as long as corporations dictate the terms and governments follow we will have to endure this type of abuse of our planets resources and pristine environments.
